X unfollow limits: how many people you can unfollow in a day

Around 400 follows and unfollows a day, combined, on a free account. Roughly 1,000 with X Premium. Underneath that sits a shorter window, about fifteen minutes, that will stop you long before you reach the daily figure if you move quickly.
X publishes none of this and changes it without notice. What follows is the working set that has held up in practice, and which parts of it are guesswork.
The daily allowance
The word doing the work is combined. Four hundred follows and four hundred unfollows is not eight hundred permitted actions, it is twice the budget. If you are pruning and following new people on the same day, they come out of the same pool.

The limit that actually catches people
Staying under four hundred is not enough. The shorter window will block you at a fraction of the daily figure if you spend it in one burst.

The 5,000 following cap
A separate rule, and the one people hit from the other direction. You can follow 5,000 accounts freely. Past that, how many more you can follow depends on your own follower count, on a ratio X has never published.
In practice an account with 2,000 followers cannot sit at 6,000 following. If you are stuck near five thousand and cannot follow anyone new, this is why, and unfollowing is the only fix.
What counts, and what does not
- Follows and unfollows share the daily allowance.
- Removing a follower is a different action with its own looser ceiling, and does not appear to touch the follow budget.
- Blocking and unblocking is watched closely. Using it in bulk to remove followers is a bad idea now that Remove this follower exists.
- Muting is effectively unlimited and invisible.
Which of this is certain
The 5,000 cap is documented by X. Everything else here, the four hundred, the fifteen minute window, the higher Premium allowance, comes from what tool builders and heavy users observe, and it can change tomorrow. Any page giving you an exact table without saying so is guessing with more confidence than the evidence supports.
The way to stay safe under an unpublished limit is not to find the exact number. It is to sit far enough below that the exact number stops mattering.
